Can't add to restricted sites list sites deleted from trusted list

I've had several domains add themselves to the trusted sites list in internet
options. however after removing them I tried to add them to the restricted
sites list. But I get an error message telling me they are on another list
and to remove them before trying to add them to this list. There is also at
least one other domain that was not listed in the trusted sites list that I
get the same error message.
