When I started Outlook this morning and then tried to Send/Receive I got a
message "Operation Failed". After reviewing some of the fixes I tried to Add
a Mail Profile but I cannot. I then removed the existing Outlook profile and
now I cannot either Add a Profile nor use outlook.

Start exactly how you are trying to add it and exactly what messages and
windows you see along the way. Also state your Outlook version.
