Can't add pc to network

Hi,

I can't add a pc to the workgroup because it's disabled.

By default windows filled in workgroup and I use these also but still
he can't connect to the network.

On google I read that the workgroup services has to run but I can't
find this one in services.

Is this true? How to solve this?

Yes but it's not in the list of services.
