Can't access Sims Online in limited user mode

I recently installed XP Home and then converted my HDs
(2) from FAT32 to NTFS. I thought everything was working
ok until my son told me that he could not access the
Sim's Online from his account (limited). He got an error
that he was blocked by the administrator.

I did not set the file as private. In fact I have not
made any files private yet. Why is he unable to access
the game?

As a temporary fix I switched him to an administrator
account but really don't want to continue as such. He is
13 years old need I say more?
