Can't access send/receive under mail setup

I am using Outlook 2003 with exchange. I want to add a pop3 account. The
Pop3 account sends but won't receive (although the Outlook test message is
fine). When I go to tools/options/mail setup and push the send/receive
button, nothing happens.

I have just installed a new hard drive. This worked on the old one, and on
other computers. I have recreated the profile from scratch but I have the
same problem.

What's going on? Can someone help me?
