Can't access secure websites.

Every time I try to access a website that requires a
secure connection, ex. my bank account,I get a "Page can
not be displayed" message. I have tried everything I can
think of from reinstalling IE to checking the 128-bit
cypher strength. I've tried completely clearing my
history and cookies. And I've checked to ensure that ssl
2 and ssl 3 were enabled. Still nothing seems to work.
Oh, I am using IE 6.0 on Windows XP Professional if that
helps anybody. If anyone has any suggestions I would
greatly appreciate them. Thanks.
