cant access secure sites

Hello everyone. Im new to this group but use some of the others so hope you
guys can help.
I haev a friend who has had this problem getting access to some secure web
sites for some time.
Sites for example, argos, his bank secure site, msn issues and soem other
sites issues.
The problem is with argos for example, he can get to www.argos.co.uk
but after this if for example he clicks on somethgin to purchase or order,
it takes so long to try this then it comes back with timem out errors.
Thsi is the same when he tries to get onto his bank site.
He can get as far as the log in page and enter his details but after this he
gets same as argos site, takes a long time then same errors.
Also he cant check his mail in msn.
I haev formatted his PC and eventualy he got onto these sites, but now its
happened again. exact same errors adn problems.
I haev downloaded and tried to do this using firefox browser and another i
cant remember the naem of. and still the same.
Any you guys came across this?
oh and forgot to say, i have done all the usual like delete cookies ect.
cleared ssl ect and even added the sites to allowed sites. Still same.
Anyone help?

Formatting/Reinstall probably was an excessive measure. Anyway, what
Security software is installed and running in the background (AV, Firewall).
If using IE, at what level of security is each Zone set to ( Default ? ).
Also
how is IE (Options/Advanced) set for SSL/TSL ?

He is running avast and runs adaware. I also done a scan using trend micro
house call. after these scans still the same.
He has windows firewall running.
yes all levels of IE are set to default.
His IE was set to have ssl and tsl checked.
this worked before / just after i done the format and none of his settings
have changed as far as i can see.
