can't access public websites

Recently I can't access some public websites. I get
a "403 Forbidden" page, but the message in the frame is
funny. It says

You are not authorized to view this page
You might not have permission to view this directory or
page using the credentials you supplied.

There shouldn't be any permission invovled since the site
I was trying to get into was a university library site,
which is open to the public. I was even accessing it from
the school's network, but using my laptop.

Following that message is:

Please try the following: sites organized by subject

Examples of the subjects: Hair Loss, Insurance,
Television, New/Used cars, Liposuction.

It doesn't seem 'legit' to me. I have a feeling that my
laptop has a virus of some sort, that prevents me from
browsing wherever I want, and directs me to this fake
gateway.

Help
