Can't access offline folders (CSCCMD 1.1 utility)

I have a user who can't access the offline folders on their machine. I
understand the files are still on the machine in the Windows\CSC folder. I
also understand the CSCCMD 1.1 utility will help me extract these files from
the CSC folder.

Because this utility is not available to the public yet, Microsoft wants you
to call them to download the utility.

When I called them, they told me to visit the Microsoft newsgroups to
download the utility. : - |

I'm completely confused on what to do now. Does anyone have this utility or
know where I can download it from ? I would be ever grateful.
