cant access net on new user

i have broadband coming through USB, and i have ICS for
another computer which shares this computers internet
connectiion. i have just created a new user on my
computer (the one with the direct internet connection)
because my friend needs to use it quite a bit lately, but
i cant access internet on his "limited account type" does
anyone know how i can do this?
