I recently bought a new HP laptop (preloaded). Loaded my MS Office, installed
all components, then copied my PST files across and configured Outlook to use
them. Now I can se my contacts if I click on contacts tab, but not use them
from inside compose a mail in outlook. What's up !!

Right-click on the contacts folder and under Properties in the Outlook
Addressbook tab see if "Sow this Folder as a Outlook Addressbook" is
checked.
Always a good idea to tell us your version of Outlook as well, as they DO
differ.
