can't access https pages

's Computer Specifications

I have a WinXP Home SP1 PC, running IE 6 SP1. All pages work fine, except
https:// pages, such as hotmail login pages, or any others that use SSL.
I've checked spyware/viruses, encryption, firewalls, security settings, etc.
No help. I still cannot get to these pages. Any suggestions?

Jeff: I have a computer on my network that has the same conditions. Some web
sites will load some will not. Email on outlook (not express) sometimes will
not send. Have tried everything.
