Open IE, click tools, options, click advanced, and find the bit about
passive or PASV and tick or untick it as is required. It may still, really,
not work... You could probably muck about in the firewall settings and get
it to work there but here's an easier method:

All free and they even go so far as to scan them for spyware and forced
information disclosure and the likes.
