Computer A is running Windows XP. Computer B is running Windows XP
Tablet Edition. I'm trying to access a DVD-ROM mounted on B from A.

The DVD drive is visible in A's My Network Places. When I try to
select it I get the message:

\\<computer B>\DVD1 (F) is not accessible. You might not have
permission to use this network resource. Contact the administrator of
this server to find out if you have access permissions.

The user that is logged in on A is also defined on B, with the same
password. (BTW, that is also the user logged in on B.) The DVD
drive is marked for "Share this folder on the network," as is computer
B's hard disk The hard disk is accessible from A; the DVD drive is
not.

What could be the problem here? How might I fix it?

Jonathan,

There is a local policy under Security Options - "Devices: Restrict CD-ROM
access ...". Check that setting, the restriction is generally enabled by
default.
