cant access control panel/ error message

i always get this error message saying "windows has encountered a problem and
needs to close. we are sorry for the inconvenience." when i try to open up my
controll panel. and this message also shows up in any folder which has some
kind of video file in it like avi, mkv ect. and if i try to move the video
file(click & drag) the same error message shows up but its from "dr. wattson
debugger"

also this strange window thing shows up quite often on the task bar for a
split second then dissapears and if i have a video game or anything running
in full screen it automatically minimizes that program to the desk top.

please i beg of you, if you have any solution to this problem please tell me
because these things are driving me crazy!

First thing: to perform a scan for viruses.
Second one: Start > Run and type in

sfc /scannow

I am also having a problem using control panel options. Some work, some don't.
I tried scannow. It did not fix it

i had this problem and it turned out that i was unlucky enough to have a
corrupted sector on my hard drive that was realted to shell32.dll and i had
to get a new hard drive. do all the things everyone else said and use the
following only as a last resort. this could be caused by a virus or spyware
corrupting the sectors, so do a virus scan and a complete thorough scan for
viruses and spyware. there is also a tweak somewhere that might work. if
not, get a new hard drive and transfer your system to that, run a repair with
the system cd and ur good to go. i wouldn't throw away the corrupted hard
drive, because it can still be used as a drive to hold files and data, just
not system files, and u run the small risk of getting one of the files ont
here to land on that corrupted sector and lose that file, but u can still
have the other 79 gb (on an 80 gb hard drive) to store stuff on.
