Can't access certain https pages

I have a couple of computers that are running Windows 2K with IE version 6.0
One can see the two sites below and the other cannot. The one that can't
gives a message "Unable to open (URL below) Cannot download information you
requested"

https://programs.regweb.com/resource...tner/attendee/

https://programs.regweb.com/resource...etff/attendee/

That computer can get other secure https secure sites OK. These two are the
only ones I have found so far that it cannot get.

Any idea what could be causing the problem?

The first time I tried one I got a prompt about "certificate revocation"
Do you have that option checked? (Options, Advanced tab, Security
section--requires restart)

Do you get any other sign that a certificate is involved?
E.g. the padlock on in the Status bar,
Right-click, Properties, Certificates,
Etc.

Perhaps you could compare certificates and options on the two
computers, e.g. the one that works versus the one that doesn't.
