can't accept EULA

Hello,

I am running Windows 2000, SP3 and I've just installed Microsoft
Outlook 2002. Whenever I start outlook, I get a window showing me the
Office XP End User License Agreement. I have the option to Accept,
Decline, or Print EULA, but I can't select any options because the
program freezes. Is there any explanation for this? The only option
I have is pressing control+alt+delete and ending the program, which
shows as not responding.

I logged in as administrator and the same thing happened.

Do a repair on Office. Insert the CD, start setup and choose Repair.

I actually don't have Office installed on that computer. I may have
at one time, but I probably uninstalled it because I was thinking of
reformatting the drive sometime soon. The only reason I tried to
install Outlook was because it came with my ActiveSync software that I
installed for my PDA. Should I just reformat and then reinstall
Outlook?
