Can't Accept or Decline a Task

Running XP on Office 2003 -- when I assign a Task the receiving person can't
accept or decline. I've read about a problem with the Security Update for
Outlook 2003, released on January 10, 2006 and described in Knowledge Base
article 892843 -- and I've tried to uninstall it, but I can't find it.
