I have always been able to open jpg pictures emailed to me by right clicking
on them but I am unable to open these attachments now as adobe reader tries
to open them and a message comes up saying Adobe reader could not open jpg
because t is either not a supported file type or because the file has been
damaged (for example, it was sent as an email attachment and wasn't correctly
decoded)
What has happened that I can ot open these emailed files now?

Not an Outlook issue. Outlook is not responsible how file types are opened.
You can configure in Windows which application you want to open certain file
types with. It's then up to the application how they are opened.
