Canot create ims.dll anywhere in the filesystem

Hi,

whenever i tried to install nero cd/dvd burner on windows
2000, that gave me an error "ims.dll cannot create."
Subsiquently i realised that i cannot create even a .txt
file that start with "ims.dll" anywhre in the file system.
I do not know why this is happening. Can anybody please
help? Any help will be highly appreciated.
