Do you have any Utility Software Installed on your PC?
do you run any background applications on start up?
If you can, can you try to disable all of unnecessary program from start up
(startup control panel are helpful

I think, they(Canon Tech people) are talking about "one particular (your)
Windows 2000 Issue"
not all of windows 2000 .
which means may be your utility software or one of your hardware driver make
this situation.
