Canon BJC4000 not printing

I am running Win98SE, my Canon BJC4000 is not printing at all. I've tried
cleaning the cartidges and contacts, test prints, cartridge swaps, but no
ink comes on to the page. Everything else appears to work, paper feed, back
& forth motions and noises all appear normal. Is there a test for the
contacts, to see if the signals are getting to it? Nothing appears burned
out. Is there a way to remove the cartridge holder for a closer look?
