canon bcj2000 leaves streaks on paper

Hi

I have a bjc2000 that leaves streaks on the paper.I was wondering if that is
the head cleaning mechanisim that is wearing out,specifically the clear
rubbery plastic sheet/plate 5mmx 20mm
that cleans the head by wiping over it,as the head passes over.I have looked
at it,but it looks in position,and it does actually do it's function,just
not properly,I thought,like old wipers,that leave streaks of water on the
windscreen/windshield of your car.Both the colour BC21E and the black
cartrdge BC20 leave BLACK streaks on the paper.
I have to admit to using compatables to save money,and that the printer has
been mine for a very short period,like 2 weeks,and has been doing this from
day 1.The previous owner dumped it
for this very reason,but I believe it is fixable.But how,is the question.

Any tips given will be much appreciated.
