Care to provide any details?
Do you recieve any error messages?
Have you made any changes to your system?
Are you running an up-to-date AV?

Umm... try uninstalling and reinstalling Norton Systemworks/Utilities (it
wouldn't be just Norton AV since it doesn't have that feature, but Norton
Utilities and Systemworks, which includes AV and Utilities, have the
Undelete feature.) After you uninstall Norton SW/U and restart, check to
see if the Recycling Bin is working again. If it is, try reinstalling
again, and check to see if it's working still.

Oh wait! - I just realized this as I was typing. Try this first: When you
double click, does it bring you to the Undelete window or something other
than the actual Recycling Bin? If I doesn't open to the Bin, right click on
the Bin, click Properties. There should be an option to select what opens
when you double click on the Bin (make sure to look through all the Tabs.)

Hope this helps, please tell me which one works, if any.
