Cannot View Public Folder Free/Busy Time using Outlook 2002

I have a Public Folder used as a calendaring resource and when I
attempt to schedule a meeting using this resource I cannot see the
Free/Busy information. Moving this to a mailbox is not an option. Are
there any solutions to this problem?

Try using the Actions | View Group Schedules command in your Calendar folder to create a group schedule that includes the public folder (Add Others | Add Public Folder).

I share the same issue, in OL 2003. Thanks to this tip, I can now see the
free/busy information from the group schedule. Unfortunately I can't
schedule a meeting which incorporates those public folder calendars from the
Group Schedule view, but at least now I can see them.

When I click Make Meeting, it spawns an appointment, but does not put the
calendars in the scheduling tab. I have to manually re-enter them there.
