Cannot view Macromedia Flash pictures w/o admin rights

Hello

I am running Windows 2000 Server w/ Terminal Services. The problem that I'm having is that only Administrators can see Macromedia Flash pictures on our Intranet site. We are using local policies to lock down IE 6.0. What would allow my regular user to be able see view Flash pictures? Thanks
