Why is it that I cannot view anything the in Group Policy under User
Configuration? I've installed the ADM files?

Right-click on "User Configuration" - can you add the templates via
"Add/Remove Template..."? Do they show up then?

Nope.

When I go under User Configuration|Software Setting, I only see Software
Installation.

When I go under User Configuration|Windows Setting, I only see Remote
Installation Service.
