Cannot use Template

Hello.
I am trying to use a template that is available on Office Online Templates
First when I click the download button it says I have to download it
manually because Access 2000 or later was not detected on my pc! weird
seeing as I have Access 2003.
Then when I download it manually, and extract it and try and open it, I get
this message.

Microsoft Office Access couldn't find file 'C:\Docum .blah
blah\Security.mdw.'. This file is required for startup.
There is only an Ok button and then nothing happens.
What can I do about this please?
