Cannot Use the System32 Scripts folder for logon

Today I ran into an XP Pro machine that would not allow me to share the
"C:\Windows\system32\repl\import\scripts" folder as "netlogon" to run a logon
script on a workstation. The script is needed to add a route to the route
table and map a network drive.

The message on the sharing box simply said that operating system files could
not be shared.

What gives and how do I setup a logon script?
