cannot use the command line.

I have a newly installed version of excel 2003 and cannot get at any (most )
of the command in the command line. All but a very few are greyed out and
not available. The worksheets are mine and are not protected. Not other
commands (that I know of) are inhibiting access to a command (ie copy /
paste). Any suggestions on how to determine what is happening?
