I did that test to see I can run the new Vista on my computer which is
currently XP. However, when I got the results from the scan, it said I could
use Vista, but I also had a notice that said that I may not be able to use
Active Sync 4.0. If this is correct, does anyone have any suggestions on what
or how I am to sync my PPC to outlook 03?

ActiveSync does not work with Vista.
Instead you need to use Windows Mobile Device Center currently in Beta:

There are Vista newsgroups for Vista questions. One such would be
microsoft.public.windows.vista.general.
