I have made changes to my index.htm page but when I upload it to my server,
it doesn't change. It still shows my old page? I have checked with my host
and it seems as though everything is okay. Why can't I change it. I need to
update it.

Check your published web and see if your index pages isn't really named index.html

If so, in your local web, rename index.htm to index.html
Let FrontPage update links when prompted and then publish your web.

Afterwards you can open the live site and delete the index.htm file

The reason this happens is because FrontPage renames the file during publishing so that it
matches what the server needs as the default page.
