Cannot Unplug/Eject Device

I installed a Western Digital USB 2.0 External Hard Drive
to use to back up my system. I formatted the drive from
Fat 32 to NTFS, installed "Backup" from Windows XP, and
also installed a USB 2.0 PCI card. Everything works
fine, except in order to turn the device off, it needs to
be "unplugged" from the compputer.
When I double click on the "Safely Remove" icon,
highlight the "USB Mass Storage Device", press "Stop",
then "OK" this message comes up:
"The device 'Generic volume' cannot be stopped right
now. Try stopping the device again later."
I checked MS support, and there are no other service
packs or critical updates for me to download; checked
Western Digital support - they say it's a Windows XP
problem.
Any suggestions would be very much appreciated. - Thanks

Yes, I installed SP1 before I installed anything else.
