When you say turn off, I assume you are going at it through change windows
firewall settings. If you don't plan on using it, or ICS, you can just
disable the service. Do this by right clicking on My Computer, left clicking
on Manage. When that window opens, on the bottom left side, click on the
plus next to Services and Applications, then left click on services. Now, on
the right side, just scroll down to windows firewall/Internet Connection
Sharing(ICS), right click on that item and go to properties. Change startup
type to disabled, then click to stop the service. Click OK, apply and exit.
I'm sure there are other solutions, but if not using ICS and since you have
another firewall you are using, then this, to me, would be your best and
easiest solution.
