CAnnot turn off the computer thru "Shut down"

My computer seems to be in perfect working order...
Dell 2.0 GB clock speed.... 512 ram... 89 MB HD

However, when I shut down the computer and go to START
and SHUT DOWN... nothing happens and I am able to
continue...

I have done a CTL ALT Del and and click on
Disconnect or logoff and nothing happens..\

So, I hold the power switch in for about 6 to 10
seconds and it does shut down... It does then reboot
without any further problem...

Why am I having a problem using the Shut down option
