You may need to reinstall Outlook Express to fix this. You didn't
mention your operating system version so I'll point you to a MSKB
article with instructions for reinstalling IE/OE 6.0 in Windows XP:

If you're using a different OS version, search the Knowledge Base for
the product "Outlook Express" and the keyword "reinstall" and look for a
similar article for your OS version.
