Cannot Start Microsoft Office Outlook. The Object could not be fo

I have looked all over for an answer to this and have found the question
being asked but no-one able to answer...please forgive me if I have missed it
someplace...

I have a client who is using XP Pro SP2 with Office 2003. When he clicks on
a mailto: link with Outlook closed, or even just types in mailto: in the run
command he gets:

Cannot Start Microsoft Office Outlook. The Object could not be found

with Outlook open he gets:

Object could not found

I have seen several posts pointing to the mailto registry key in
HKEY_Classes_Root, which I have checked and is correct, and also tried
changing the entry in View File Types in folder options. Have also tried
changing from Outlook to Outlook Express as the email handler in IE
properties all to no avail.

any help at all would be greatly appreciated...

What happens when the user starts Outlook in its safe mode ("outlook
/safe") which does not load any plug-ins?

When in safe mode it works which then, obviously, made me look at the add-ins.
when Google outlook add-in was disabled, it worked..
