Cannot start http from run

I have a problem with IE6. On this machine I cannot start a link from within
a mail-message. I pinpointed it down to a problem with starting http:
When i click Start -> Run and type in any valid link, f.i.
http://www.microsoft.com I get an error "Application not found"
This all happend after I found a non-working chrom-instalaltion which I
could not remove, since it wasn't installed. I did install Chrom and
removed, no result

1a. Start | Settings | Control Panel | Add/Remove Programs | Set Program
Access and Defaults | Click on the downward-pointing arrows to the right of
the configuration that's already checked | Browser: Select "Internet
Explorer" here (not "Use my current...").

1b. Now check your settings here: IE Tools | Internet Options | Programs |
Default web browser.

2b. Hyperlinks do not work in Outlook Express after you upgrade to IE7
[and/or IE8]
