You can access files on that drive using Windows Explorer.

I suppose you've checked the cable, to make sure both ends are fully seated?
Try a different USB port?
Is it plugged into a USB hub? Is the hub powered?
You might try unplugging the drive, deleting the device in Device Manager,
and plugging the drive back in.

Have you checked for "Phantom" device entries in Device Manager ?
Requires the addition of a System Environment Variable to be able
to see Plug-&-Play type Phantom entries. Sounds like you've got a
issue with them and now a new enumeration can't find/allocate a IRQ
for the most recently enumerated USB sub-system ( Controller ).

The following was supplied by someone else. It works in XP; not sure if it
does in Vista.

Phantom USB fix

Right click "My Computer".
From the context menu that appears, left click "Properties".
When the "Details" box opens, click the "Advanced" tab.
Click the "Environment Variables" button.
Working in the lower half "System Variables" section click "New".
In the "Variable Name" box type:
DevMgr_Show_NonPresent_Devices
Tab to move to the "Variable Value" box and type:
1
Click OK.
OK your way out.

Start up the Device Manager
Click "View". Check "Show Hidden Devices".
The phantom USB devices will appear in grey under "Universal Bus Serial
Controllers" and should be removed one by one.

DON'T REMOVE ANY ENTRY THAT IS BLACK! ONLY REMOVE THE GREY ONES!

No download, manual process...

Add System Environment Variable
1.) System Properties (Control Panel, System Applet or
Right Click Computer, Left Click Properties.
2.) Advanced System Settings, Advanced (TAB)
3.) Environment Variables [Button]
4.) Use System Variables ( bottom half of window )
5.) New
-name it
DevMgr_Show_NonPresent_Devices
-set it's value =
1

Device Manager ( Control Panel, Classic View )
1.) Click View
2.) Tic/Check option "Show Hidden Devices"
3.) Expand Category "Universal Serial Bus Controllers"
Scan list for entries shown in diminished tone or grayed out.
*There is a difference between Phantom entries and those that
aren't currently plugged in or powered on. Both types are
shown grayed out so you have to be careful what you remove.
4.) Look for entries with "Controller" or "Hub" that are shown in
diminished tone. If any are shown Right Click each and from
the context menu Left Click "Uninstall"
5.) Reboot
6.) Phantom Entries may also appear in other categories DO NOT
remove Phantoms from Sound or System Devices.
7.) While in Device Manager also check for the presence of a category
"Other Devices". If found, this indicates Vista has detected devices
but was unable to identify or load drivers for them.
