cannot shut down

Recently it has been impossible to **** down my PC. On choosing Start -
Shut Down, the usual shutting down procedure takes place and momentarily the
PC switches off. But almost imediately it reboots.

Nothing has been added by way of hardware, nor has any new application been
installed. No virus or other malware is reported, a system restore has not
cured it.

Googling the problem has broght forth dozens of suggested fixes, almost all
published 2-3 years ago.

Is there a definitive answer and solution to this problem?

No sound when I start up my computer and when I shut it down I have to go to restart to start up the computer, then when it comes up I go down to start snd shut down mode then it will shut itself off.
