Cannot set Internet explorer settings in policy?

When I try to expand out "user config\windows settings" in the GPO, I get
the following error

(Snap-In failed to initialize. Name:Internet Explorer Maintenance
CLSID:{FC715823-C5FB-11D1-9EEF-00A0C90347FF}


And then I cannot see the internet explorer branch to set proxy settings/
home page etc?

Is there some dll file that has become un-registered?


Any ideas?
