Cannot set date format in Regional & Language Options

We have a computer that shows the date incorrectly when we
print anything that shows a date. On the document, the
date reads 04-03-15, but it should read 03-15-04. I have
gone into the Regional & Language Options in control panel
to set up the date format under Customize Regional Options;
Date tab and then try to change the format under "short
date format", but I keep getting this error message, no
matter what I try: "One or more of the characters you
typed in this field are invalid. Try typing different
characters". I get this message even if I pick a format
from the drop down list. Can someone please help me with
this problem? Thank you.
The language is English(United States) also.
