Cannot send or receive emails after being on websites

's Computer Specifications

I cannot receive or send emails in Outlook 2003, after my kids have been on
some gaming websites, cannot isolate which site have been causing the
problems. I always have to reboot to have outlook working correctly again.
Anyone have a similar problem? How do I fix this. I am running WinXP Meda
Center

this is the message I get in the outlook send and receive dialog box:

Task "mail"- Receiving' reported error (0x80042108) : 'Outlook is unable to
connect to your incoming (POP3) e-mail server. If you continue to receive
this message, contact your server administrator or Internet service provider
(ISP).'
