Cannot send with Outlook 2003

I have noticed a plethora of questions on this topic on this discussion
board, and I am now afflicted with the same problem.
I have used Outlook 2003 for about 3 years (or maybe 4) and never had more
than a blip of a problem. I now have two computers that simultaneously have
quit sending any email at all through Outlook. I have spent all day on the
phone with my service provider and we have checked every setting imaginable.

I am wondering if anyone knows if Microsoft has changed anything in the last
while. On their help page there are a whole batch of questions from folks
since mid-sept on this. I went away on Sept. 11 and all was fine - and I
came back yesterday to two computers that won't send.

I have tried both port 587 and 25. I have tried changing all settings. I
have removed start up blocks from my computer. Ihave created a new email
account. I can send just fine from webmail but not from Outlook.

HELP!

What is the error message that is shown. Which Anti Virus are you using and are you scanning you incoming and outgoing emails?? Bet it is Norton

The error message ends in 74 (I think). When I was working with the service
provider today, we removed all of the blocks that we could think of. I don't
use Norton, I use the Anti Virus from the service provider and they couldn't
see anything stopping it.
Thanks for the suggestion though - I am a little desparate - I am into hour
15 of trying to solve the problem.

Try and disable the email scanning by your Anti Virus which is supplied by your ISP. If you do not know how call your ISP
