I cannot send mail from my outlook, only receive. Solution?

I have no problem using my ISP for any other of my email accounts, but I can
only receive mail from my outlook acct. I cannot send mail either drafting a
new message or replying to another message.
Please help. I'm computer stupid.

Any error message?
Can you use the test setting in Account setup? If that doesn't work then you
need to go through the settings given to you by your ISP with a FINE
toothcomb.
