I am able to receive mail. but is try to send or reply the message box at the
bottom says "sending mail" but it gets stuck there and never sends. This
happened last month and I talekd to a tech at Godaddy who after 15 minutes of
trying a lot of things figured it out. He said it had to do with an update
that was dowloaded that changed or affected some settings. This time I called
Godaddy and got a tech who gave up after having me check my outgoing email
settings. Nothing changed and he was at a loss. I have Vista, and Microsoft
outlook 2003.

When you send and it fails, there must be an error message. What does it
say? You can find it when you enable the view of the send/receive status,
there is a tab marked errors.

now when i try to send, it says "preparing to send/receive", and after 5
minutes it still says that. There is no error message under the error tab.

If you have intergrated Anti Virus installed, ie its scanning mail, start
off by uninstalling the AV app, reboot then reinstall *without* the Outlook
intergration
Then retest

What happens if you open Outlook in safe mode:

Start > Run > outlook.exe /safe

Note that there is a space between outlook.exe and /safe.
