Cannot Send Files/Use Voice

I have Windows Server 2003 running with a DSL ISP using
DHCP. I share this connection with other clients on the
network. I have ICF enabled and have opened ports for
revieving files. The clients using Messenger are unable
to send files to other users. I notice that Messenger
automatically opens ports on systems with direct
connections to the internet. Why is it not working on
the network? Do I need to have a certain protocal
installed/enabled?
