Cannot see free/busy information

I have an end user who cannot see free/busy information when they try and
propose a new time for an existing meeting in their calendar. If they
schedule a new meeting, free/busy info is displayed. It only seems to occur
on existing meetings. We're running Exchange 2003 and the client is running
Outlook 2003 SP3.
