Cannot scroll or place cursor in message

I am using Outlook 2003 SP3. If I set the Message Format to use Word 2003 to
edit email messages and/or read Rich Text e-mail messages, I am unable to
place my cursor anywhere in the message or scroll through the message. If I
uncheck these options, the problem goes away, but I am unable to format fonts
or highlight text. Is this a bug with a fix or some other problem?

Are you scrolling with the mouse? if so, which mouse/driver do you use?

Do the arrow keys work?

I am using the Logitech Cordless TrackMan FX driver version 9.79. The arrow
keys do work. Do you think it's the mouse? It used to work, so could it be
one of the Outlook updates?
