Cannot Save Web Page as a Web Archive File

When I attempt to save a Web page as a Web archive (.mht) file, "Web Archive
(*.mht)" may be missing from the Save As Type box.
I found the problem in Microsoft Knowledge base. I try to use that way solve
the problem. But faild.
I reinstall Outlook Express. register Inetcomm.dll file. But can not solve
the problem. please help me.
